The West Virginia 4-H program provides positive youth development programming in each of the 55 counties with a focus on experiential education related to healthy living, citizenship, and the sciences. The 4-H program strives to incorporate the 8 Essential Elements of 4-H youth development programming in all opportunities for youth. These 8 essential elements closely align with the Five Promises. The essential elements are: 1- a positive relationship with a caring adult, 2- an inclusive environment, 3- a safe emotional and physical environment, 4- opportunity for mastery, 5- engagement in learning, 6- opportunity to see oneself as an active participant in the future, 7- opportunity for self-determination, and 8- opportunity to value and practice service to others.
